Universal Postal Services  

 

The universal postal services are the primary and oldest activity of the Macedonian Post. Today they cover only part of its work. The universal postal service includes receipt, sorting, transport, and delivery of postal consignments of up to 2 kg and of postal parcels of up to 31.5 kg: regular mail (letters, postcards, prints, cecograms , parcels and others);
•  registered mail (registered letters, valuable letters, money orders by post, telegraphed money orders);
• EMS - Express Mail Service;
• other postal consignments and services containing goods with or without a sign of value.

•  A letter is a postal consignment containing a written message in a closed envelope without a sign of value, or any other postal consignment the size and weight of which coincide with the letter standards. The letter may not weigh more than 2 kg and could be standardized, non-standardized and bulky.

A standardized letter is a letter in a closed, rectangular-shaped envelope, the length of which is no smaller than its width multiplied by 1.4, and the dimensions of which match one of the following:

A letter in a regular envelope:
•  smallest dimensions of 9x14 cm, with a 2 mm tolerance;
• largest dimensions of 12x23.5 cm, with a 2 mm tolerance;
• largest weight of 20 g;
• largest thickness of 5 mm;
• the recipient's address must be written on the side of the envelope that has not got a closing lid and in a rectangular space.

A letter in an envelope with a transparent part :
•  dimensions and weight of letters with a transparent part are the same as the dimensions and weight of letters in regular envelopes.

Not counted as standardized letters are:
• a letter with a textual part or a graphic mark beneath, on the right or on the left side of the address in an area of at least 15 mm;
•  letters containing protuberant and hard objects;
•  folded letters not closed from all sides, and letters made of material that has not the physical features of paper (with exception to materials used for making of the little transparent windows).

A non-standardized letter is a letter that does not satisfy the conditions for a standardized letter, and the weight of which does not exceed 250 g.

A bulky letter is one that weighs more than 250g.

2. A postcard is a regular letter with an open written message which is delivered opened and without an envelope. The postcard is made of cardboard or a strong enough paper in a rectangular shape. The largest dimensions of a postcard are 15x10.5 cm, and the smallest 14x9 cm.

The postcard from a postal issue for internal mail must contain a postcard title and a printed postage stamp.

The postcard that does not meet the conditions as regards postal service payment is considered a letter.

3. Prints are open postal consignments that contain books, catalogues, newspapers, periodicals and other prints. The print may not weigh more than 5 kg. The dimensions of the prints must match the dimensions of letters.

Books are non-periodical prints of at least 50 pages, covers excluded. Newspapers are prints issued daily or on a regular time span, in the form of newspapers, but not covered or bound, registered at a proper government office. Magazines are covered and bound printed publications issued on a regular time span, at least four times a year. One copy of a newspaper or a magazine, as a print, may not weigh more than 500 g.

Other prints include: brochures, prospectuses, invitations, catalogues, telephone books, posters, calendars and date-books.

•  An ‘M' sack is a postal consignment (a sack), in internal or international mail, that the same sender sends to the same recipient at the same address, containing prints. The ‘M' sack must not weigh more than 30 kg.

•  Cecograms (printouts for the blind) are open postal consignments containing printed signs for the blind, sound or computer recordings. The dimensions of the cecograms must match the dimensions of letters, and their weight must not exceed 7 kg.

•  A parcel is an open postal consignment containing objects with or without a sign of value weighing up to 2 kg and with the dimensions of a letter. The parcel may contain an inventory of the content, technical conditions, value of the goods and the addresses of the sender and the recipient, but not a written announcement.

•  An electronic mail is a postal consignment containing a message that the OPO received via telecommunication and transported authentically on a physical surface in order to deliver it to the recipient.

•  Cover letters (CCRI) are letter-like consignments (letters and postcards) which contain indications of a payment made by the sender in order to get a reply.

Registered mail are consignments for which the post office offers warranties, approximate or within the signed value, against the risks of loss, theft or damage, and for which the sender is issued a note for the receipt, i.e. the delivery at the post office, and the recipient is asked to confirm the receipt.

•  Registered letters are closed registered consignments for which there is an approximate warranty against risks of loss, theft or damage and for which the sender, if needed and on their demand, is provided with confirmation of the delivery of the letter and/or of its consignment to the recipient.

•  Valuable letters are closed registered consignments with a sign of value which may contain valuable objects, money, securities, or written notes. The value of the content must be indicated in numbers and in letters on the lower left-hand part of the address side of the registered consignment. The indicated value must coincide with the real value of the content of the consignment. Letters, packages, EMS packages (in internal mail) and parcels may be delivered as registered consignments.

•  A package is a registered consignment with a certain size and weight of up to 31.5 kg containing objects with or without sign of value. A package may contain goods, money and other objects, as well as written announcements. The value of the package content must be indicated in numbers on the lower left-hand part of the address side of the package. The indicated value must coincide with the real value of the content or, in a given case, with the value of the content to the sender, for which there should be a statement of the sender in the delivery note. The sender pays the consequences for the lack of indication of the true value.
